The Water Troubles quest takes place on the Dam Battlegrounds map. If this location sounds familiar, that's because it's the same area used for  ARC Raiders BluePrints the Our Presence Up There quest. You won't need to unlock a special instance or travel to a new region-just load into Dam Battlegrounds as usual.

Your destination is Red Lake Balcony, a prominent elevated area overlooking part of the map. While the balcony itself is easy to spot, the actual quest objective is below it, which is where many players get confused.

Finding the Flood Access Tunnel

Once you reach Red Lake Balcony, resist the urge to stay on the high ground. Instead, make your way underneath the balcony structure. Look for a large industrial tunnel entrance, clearly built for water management and drainage. This is the Flood Access Tunnel, and it's the key location for the quest.

The tunnel entrance is wide and unmistakable once you're close, but the path leading to it can be easy to overlook if you're approaching from the wrong angle. If you find yourself circling the balcony or climbing unnecessarily, you're likely too high up. Drop down and search along the lower perimeter until you spot the tunnel opening.

As soon as you step inside the Flood Access Tunnel, your quest log should update, confirming you're in the correct location.

Sampling the District's Water Supply

After entering the tunnel, the objective will change, instructing you to find the intake to the District's water supply and take a sample. This sounds more complex than it actually is.

Proceed through the tunnel until you reach the end. You won't encounter any branching paths or hidden doors-just a straightforward passage leading to a shallow pool of dirty water. The environment here looks exactly like what you'd expect from neglected infrastructure: stagnant water, grime, and industrial debris.

At the edge of this pool, you'll see a tube or pipe partially submerged in the water. This is the intake point you're looking for.

How to Interact with the Water Sample

You don't need to wade deep into the water or search beyond this area. Simply walk up to  buy ARC Raiders Gear the tube lying in the shallow pool. When you're close enough, an interaction prompt will appear, allowing you to sample the water.

Legendary Potential (LP) appears exclusively on unique items. LP determines whether a unique can become a Legendary-and more importantly, how many affixes it can inherit from an exalted item. A unique item can naturally roll anywhere from 0 to 4 Legendary Potential. Higher-level content increases the chances of finding uniques with  Last Epoch gold LP, and once Empowered Monoliths become accessible, these items drop at significantly higher rates.

The number of LP on the unique directly determines how many affixes it will gain from the exalted item during the merging process. For example, a unique with 2 LP can receive two random affixes, while a 4 LP unique can receive all four available affixes from a qualifying exalted base.

Preparing the Items: Unique + Exalted

Before entering the dungeon where Legendary items are forged, two components must be in hand:

1. A Unique Item With Legendary Potential

This will serve as the base. Any unique can have LP, but the higher the content difficulty, the more frequently items will drop with 1–4 LP.

2. An Exalted Item With the Same Base Type

This is crucial. Item types must match exactly. A unique wand requires an exalted wand, a unique chest piece requires an exalted chest piece, and so on.

The exalted item must also have four total affixes, consisting of two prefixes and two suffixes. Even if an affix has been removed via a Glyph of Despair, the item is still valid as long as it maintains the proper affix structure. If a promising exalted item drops with missing affixes, the Forge can be used to craft it into the required state.

Once both items are ready, the next step is reaching the one location where Legendary items can be created: the Temporal Sanctum.

Navigating the Temporal Sanctum

The Temporal Sanctum dungeon is the heart of Legendary item crafting. Before entering, a Temporal Sanctum Key is required. Once inside, the dungeon introduces a unique mechanic: timeline swapping. Pressing the D key switches the dungeon between two versions of the map, often revealing new paths or bypassing hazards.

Dungeon Layout and Progression

The Temporal Sanctum consists of multiple floors. While layouts can vary, paths tend to lead upward or north, making those the best initial directions when navigating.

Throughout the dungeon:

Certain doors or terrain may be blocked in one timeline but passable in the other.

Progress often requires swapping back and forth to reveal objectives, interact with devices, or open new routing options.

This pattern continues until reaching the final floor, where the boss-Jura-awaits.

Defeating Jura Using Timelines

Jura is designed around timeline swapping. The fight becomes more complex as dungeon tiers increase, but the fundamentals always apply.

Jura's most dangerous attacks include:

A large, circular clock-shaped hazard is placed on the ground.

Rotating beams that sweep across the arena.

Both threats can be avoided by shifting timelines. These hazards disappear when switching timelines, allowing safe repositioning. Players may either remain in a safe timeline until the effects expire or wait for Jura to  cheap Last Epoch gold shift between timelines and re-engage.
